Some clarification from Mana White:
The decision to put Rory in his current tournament and not Khabib was my call based on schedule/booking. Since the number of fights each fighter has in a season is one of my responsibilities, Khabib already had two fights and everyone else in the current tournament only had one. As such but there was no place for him in the current number one contender tournament To face Rory there, which is what I would’ve liked.. Nor was there a spot to remove Rory to do the Khabib fight at this time. Being that Khabib just fought it also made no sense from a booking perspective to put him in another fight right away against Fitch. There are many other people more overdue for a fight. And with all the Trash Talk drama, it makes way more sense to do Rory and Khabib a little later in the season.

Purely a scheduling/matchmaking decision.
